Small teams do the improvement work. Almost nobody checks whether it worked.

The companies least able to investigate their own friction are the ones without a support-ops function. The tools they can buy will cluster tickets and open an issue. None will tell them, four weeks later, whether the change helped.

So measurement is the point: a success test written before the change, a baseline at the start, weekly readings, and “inconclusive” as an honest answer. Everything else exists to feed it.
